Trouble with Saemon encounter

I wasn't sure from the read me where and when was the right time to approach Saemon, IIRC from my previous play-throughs, the Desharik cut-scene starts pretty much immediately after you deliver the horn. Are you supposed to find Saemon and speak to him again between when he asks you to get the horn and when you give it to him?

But I have a more pressing problem in my current game--I can't find Saemon at all! The dialog in the Vulgar Monkey seemed to be the standard, and he asked the PC to meet him at the docks as usual. However, I can't find him at all, before stealing the horn OR after.

What am I missing?

"Can't find Saemon" is a problem with the original game, I'm afraid, I had it myself a couple of times. Looking at the mod code, I believe that yes, you're supposed to ask him for sex at the docks, before you deliver the horn - then you have some flirty dialogue, transport to a RE area, have sex, then go back. The mod doesn't move Saemon anywhere before the encounter, that's for sure. Reloading may be your solution.

Thanks so much, Kulyok! I didn't realize this was a common problem, I've never personally run into it before. He's supposed to be on the docks a little further down than the pirate guarding the ship, right? I have reloaded, and unfortunately it didn't help--once I reloaded all the way back to after the Irenicus battle. But I'll try it again to be certain.

Do you think it would work to use the console to add him? I've been looking through the Creature files to see if I can find the right version of him, but it's slow, since he's not named anything super helpful like "SAEMON". I did find the Amkethran version, "AMSAEMON", so hopefully it'll be something similar. If you have a easier way to look up the correct name, I'd certainly appreciate it.

Just to follow up, I found that using the console to create Saemon did indeed solve the problem. In case anybody else has the same issue, CLUAConsole:CreateCreature("PPSAEM3") did the trick.

Note that there are several versions of Saemon that are used at different points in the game, so PPSAEM3 should only be used if you're at approximately the same stage--out of Spellhold and have agreed to steal the horn for him.

Great to hear it worked for you! And, yep, RE encounter uses ppsaem3 in their files, too.
