my take on spawn flags

1 - use the 'recent flag'
2 - permanent spawns (spawn only once)
4 - recent flag

The recent flag does: deactivate this spawnpoint for about 8 hours, but only if there are spawned creatures already active.
Spawned creatures normally have a 'time to live' which is set to 'the end of time' if the spawns are 'permanent'.

I hope this clears the usage of these flags for more people.

Note, i think the delay is 8 hours, but i saw written 16 by some. As i see it is using the 4 hour constant * 2.
