My BGT installation only consists of:
BG1 Tweaks and Fixes
BG2 Tweaks and Fixes

Do you know the plot? Have you played the game successfully without your mods? While I can't give you specific advice about coding, you could try this:
1. Uninstall game and all mods.
2. Reinstall game and play through dungeon (to see if basic game is running correctly).
3. Add one mod and repeat step 2.
4. Add next mod and try again.
It's a drag but it should identify what is causing the problem (which is probably a corrupt file from one of the mods). Best bet then is to download that mod again (perhaps from a different source) and try again.

They won't come for divine spells.
They also have a chance of coming, its not a certainty.
They won't come indoors, sewers, out of Athkatla etc.
Then again, could be an actual bug, or perhaps some tweak that you inadvertently installed which disables such visits.

EDIT: I should say: They will only spawn once in any particular area until you leave that area. E.g. if you cast in the Bridge District, the Cowled Wizards appear, and you kill them... you can cast as much as you like until you leave the Bridge District.
