When I try to install it, I get to a screen asking for a user name and password, and then when I click cancel it says it can't find "Setup-BG2tweakpack.exe" or something like that. What gives?

I do not know for sure, but it sounds like you are using Vista and there is a permissions problem. When testing Song and Silence on Vistax64, I ran into the same problem.
