It continues with 'I was meaning to ask for a while'. This reads more naturally in English as 'I have been meaning to ask for a while, because the 'meaning to' has been going on for a while and is
still going on. Indeed, you can leave out the 'for a while'. "I have been meaning to ask you something" already says that the 'meaning to' has been going on for a while. (But leaving it
in is ok, too.)
